AN AREA OF CONVECTION HAS PERSISTED NEAR 7.6N 134.8E,
APPROXIMATELY 20 NM NORTHEAST OF PALAU. ANIMATED INFRARED SATELLITE
IMAGERY SHOWS WEAK CONVECTION ORGANIZING AROUND A BROAD LOW LEVEL
CIRCULATION CENTER (LLCC). A 091422Z TRMM 37H MICROWAVE IMAGE
DEPICTS LOW LEVEL CURVED INFLOW. UPPER LEVEL ANALYSIS SHOWS THE
SYSTEM IS LOCATED SOUTH OF THE SUBTROPICAL RIDGE AXIS WITH
DIVERGENCE ALOFT AND LOW VERTICAL WIND SHEAR (VWS). HOWEVER,
AVAILABLE NUMERICAL MODELS ARE NOT DEVELOPING THE SYSTEM. MAXIMUM
SUSTAINED SURFACE WINDS ARE ESTIMATED AT 10 TO 15 KNOTS. MINIMUM SEA
LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1008 MB. DUE TO THE
DEVELOPING LLCC AND LOW VWS, THE POTENTIAL FOR THE DEVELOPMENT OF A
SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS UPGRADED TO
POOR
